Step 1

Measure waist for skirt. Fold tulle in half widthwise so the skirt will have 4 layers. Thread needle with floss and knot end. Start at fold end and sew a running stitch ½” from the top and gather as you go along until you reach waist measurement. Tie knot to secure.

Step 2

Find the center of skirt and ribbon and pin waistband ribbon down to the backside of the gathered tulle. Sew along the top and bottom by hand (or machine) of waistband ribbon.

Step 3

Cut sprinkle ribbons in 3” lengths. Fold under each end ¼” and glue. Let dry.

Step 4

Glue sprinkles in a random fashion onto to skirt and tank. Let dry.

Step 5

Draw a gentle curve 8” from one corner of paper. Make crisscross pattern with marking pen or pencil to simulate waffle cone.

Step 6

Curl cone and glue. Punch hole on each side of cone for ribbon ties or hair pins.
